Terms of Reference for Short Term Consultant (Strategic Communications – ANSA Team)
Background:
WBI’s Social Accountability Practice is working to strengthen institutions that hold the executive of governments accountable to citizens. It works with both governments and civil society to promote social accountability, through constructive engagement. This includes helping governments to develop platforms for making information more public and soliciting citizen feedback, support to civil society networks and coalitions for change, and piloting the use of information communication technologies (ICT) for constructive engagement. The programs in the practice include:
Access to Information (ATI): In recent years Access to Information has become increasingly important to citizens in developing countries in fostering government transparency and openness. For example, in Bangladesh, citizens have used ATI to gain access to land records or to learn about resource-allocation under development programs in order to improve their livelihood. WBI supports stakeholders in various countries to effectively adopt, implement and use ATI reforms by facilitating knowledge exchanges, and strengthening networks and communities of practice. WBI is working actively on ATI in Africa, South Asia, Latin America, and Middle East and North Africa.
CSO Networks for Social Accountability: WBI is helping create and build the capacity of networks of civil society organizations that monitor governments in areas like service delivery and public accountability. Chief among these are the Affiliated Networks for Social Accountability (ANSAs), namely ANSA Africa, ANSA East Asia and Pacific, ANSA South Asia, and ANSA Global which has also supported existing CSO networks in Latin America and the Caribbean, Europe and Central Asia, and most recently ANSA Arab World. These networks support civil society organizations in their efforts to monitor government budgets and service delivery. They build demand for public accountability by facilitating knowledge exchange around social accountability mechanisms and tools, and by providing opportunities for capacity building and networking amongst practitioners in the respective regions.
Voices Against Corruption: This is a network of emerging leaders fighting corruption around the world, which brings together civil society leaders, journalists and musicians, who share approaches, ideas and resources such as ICT based anti-corruption tools.
Parliamentary Networks: Legislatures, as representative institutions have a constitutional mandate to hold the executive branch of government accountable for delivery of the agreed government program, and for effective use of the approved annual budget. WBI works with parliaments, and parliamentary networks to build their capacity to perform this function, and facilitate the flow of information to and from citizens. This includes making parliamentary operations more open and transparent, and equips parliamentary bodies and committees with the necessary tools for budgetary and programmatic oversight. WBI also works with parliaments on monitoring of public financial management, including monitoring of procurement contracts..
IMAGE: WBI’s Media program works with partners and media practitioners to leverage independent media to participate in responsive coverage of the budget process, as well as monitoring, oversight, and performance management. The program is facilitating both South-South knowledge exchanges (SSX) and north-south knowledge exchanges by serving as a space for experts and practitioners to share investigative journalism practices and strategies for effective reporting on priority development topics.
Scope of Work
The consultant's role will be to develop and implement a communication strategy for the Social Accountability Practice that can concisely and convincingly convey the strategic vision and results of the cluster through multiple media (both traditional and cutting edge). The deliverables include:
· Assist in the broader strategic planning for the ANSA team and the Social Accountability Practice by working with each cluster within the practice (Access to Information, ANSAs, Voices Against Corruption, the Parliamentary Networks, and Media) to translate their strategic vision and workprogram results into narratives and graphic illustrations that are easy to communicate to internal (World Bank) and external audiences, experts and non-experts.
· Develop and deploy the communication strategy for both traditional and online media to facilitate outreach to internal WBI clients, regional WB clients, and non-Bank stakeholders.
· Assist in mapping out the “timeline” of each project and initiative currently underway for a 6-12 month period and identifying potential leverage points for strategic interventions, communications, branding and messaging.
· Coordinate, implement and produce systematic documentation of the cluster activities, providing a centralized hub for all the contents that are produced by the cluster teams
· Coordinate periodic production of high-quality written material by third parties involved in the cluster's work
· Develop a generic Power Point and other general materials that describe cohesively the work done by the Cluster
· Assist in analyzing the branding and messaging of the Social Accountability more generally, both within the World Bank as well as through external communication. From this, draw clear connections between the leverage point action plans described above and the broader themes of the Innovation Practice in order to cultivate a “growing” brand and a unit-wide, project-wide, cohesive identity and shared purpose.
· Liaison and coordinate with the WBI Communication Team
Required Skills
- Management experience in the production of communication material at the international level.
- Capacity to coordinate the documentation and production of contents both internally and externally.
- Video-editing skills and familiarity with relevant software.
- Experience with web development (HTML).
- Excellent verbal and written communication skills in English
- Experience with the production of high-level audiovisual material is plus
- Good working knowledge of development issues such as governance and anti-corruption, political economy, or public financial management.
Timeline
The Consultant will be hired for a period of 90 days between February 25, 2012 and June 30, 2012.
The consultant will report to Keith McLean (WBISG).
